Change detection is generally required for natural resource and environmental monitoring, infrastructure maintenance or to measure the effects caused by natural disasters such as a forest fire, hurricane, ice storm etc. To perform this task, digital data in the form of scanned aerial photographs or satellite imagery having the appropriate temporal resolution, which refers to how often a sensor acquires imagery of a certain area, must be acquired.

Governments at all levels (Federal, Provincial, Municipal and so forth) collect geographic data over time. Geographic data, to be current, must be maintained. Maintenance requires that a number of steps be accomplished; namely, change detection, orthoimagery production, feature extraction (both stereo and mono) and update of both graphic elements and non-graphic attributes.
